Islamabad, Pakistan — September 29, 2026: Pakistan has notified new Public Procurement Rules 2026, replacing the framework introduced in 2004, as the country began formal discussions with the International Monetary Fund (IMF) over reviews of its ongoing financial programmes. The new rules aim to strengthen transparency, digital procurement, competition and oversight in federal government purchasing.

The federal government notified the rules on September 28, two days before a September 30 deadline linked to Pakistan’s procurement reform commitments. The move came as an IMF staff mission, led by Iva Petrova, began review discussions with Pakistani officials in Islamabad.

The IMF mission is conducting the fourth review of Pakistan’s $7 billion Extended Fund Facility and the third review of the $1.4 billion Resilience and Sustainability Facility. If the reviews are successfully completed, Pakistan could receive about $1.2 billion in disbursements, subject to approval and any required waivers.

Key Changes Under the New Procurement Rules

The Public Procurement Rules 2026 make the use of the E-Pak Acquisition and Disposal System (EPADS) mandatory for federal public procurement and disposal. The framework also provides for dedicated procurement cells and additional oversight mechanisms for major purchases.

According to the Public Procurement Regulatory Authority (PPRA), the rules introduce third-party validation, evaluation and pre-shipment inspection for large procurements. They also strengthen enforcement through blacklisting, cross-debarment and independent grievance redressal committees, with an appellate mechanism at PPRA.

The rules also identify several practices as material deviations or mis-procurement, including deliberately conducting procurement outside EPADS, failing to establish required committees, using tailor-made specifications and not following prescribed evaluation criteria.

For high-value procurement, additional evaluation requirements have been introduced. Business Recorder reported that procurements above specified thresholds will face additional third-party or external evaluation, while federal agencies will also be required to publish annual procurement plans through EPADS and the PPRA website.

    IMF Talks and Procurement Reform

The timing of the rules has drawn attention because their notification coincided with the start of Pakistan’s IMF review talks. Pakistan’s latest IMF programme includes structural reforms aimed at improving governance, transparency and the efficiency of public institutions.

An IMF country report published in April identified changes to PPRA rules as a structural measure intended to eliminate preferential treatment for state-owned enterprises in public procurement and ensure transparency and a level playing field in competition.

However, the new framework retains certain provisions allowing direct contracting with state-owned enterprises in specified circumstances. Dawn reported that the IMF had reservations about preferential treatment for SOEs under the new rules.

    What Happens Next

The new rules have immediate effect. Procurement cases initiated before their commencement will continue under the 2004 framework, while new procurement processes will fall under the 2026 rules.

The implementation of the framework will now be closely linked to how federal agencies use EPADS, apply the new oversight mechanisms and enforce procurement requirements. Meanwhile, IMF officials and Pakistani authorities will continue discussions on the broader review, including other outstanding structural reforms.
