Pakistan and Saudi Arabia are deepening defense cooperation as security concerns rise across the Middle East, with the two countries working through a broader trilateral framework with Türkiye to strengthen military coordination, deterrence and regional stability.

The latest developments follow the signing of the Makkah Joint Defence Agreement by Pakistan, Saudi Arabia and Türkiye on August 7, 2026. The agreement states that an armed attack against any one of the three countries will be regarded as an attack against all three, while calling for stronger cooperation across defense matters.

    Closer Military Coordination

The agreement has moved beyond a political declaration toward institutionalized cooperation. On August 31, defense and foreign ministers and military chiefs from Pakistan, Saudi Arabia and Türkiye met in Istanbul under the Strategic Political and Defence Committee established by the pact.

The three countries agreed to strengthen collective deterrence and defense capabilities, while also emphasizing de-escalation and peaceful solutions to regional crises. A permanent secretariat is being established in Saudi Arabia, initially headed by a Pakistani secretary-general for three years.

Pakistan’s Foreign Office has said the agreement includes military training, capacity building, exchanges of best practices and cooperation in defense technology and research. Islamabad has also described the arrangement as defensive in nature and said it is not directed against any particular country.

    Regional Security Concerns

The strengthened cooperation comes as security risks remain elevated across the Gulf and surrounding region. Recent attacks involving missiles and drones have increased concerns about the security of Saudi territory and important regional infrastructure.

Military chiefs from Pakistan, Saudi Arabia and Türkiye met in Riyadh in September to discuss closer military cooperation, including intelligence sharing, coordination and integration of capabilities. The meeting took place amid heightened concerns over attacks linked to the wider regional conflict.

Saudi Arabia has also publicly emphasized the role of the Makkah defense agreement in strengthening regional stability. The pact was negotiated against a backdrop of wider instability affecting Gulf security, maritime routes and energy infrastructure.

    Pakistan’s Defense Commitment

Pakistan has maintained longstanding defense ties with Saudi Arabia, including military training and cooperation. The country’s Foreign Office has said that existing defense relationships with Gulf states focus significantly on peacetime military-to-military cooperation and strengthening partners’ capabilities.

Defense Minister Khawaja Muhammad Asif has also reiterated Pakistan’s commitment to Saudi Arabia’s security under the country’s defense arrangements with Riyadh. However, Pakistani officials have simultaneously stressed the importance of diplomacy and efforts to prevent further regional escalation.

    What’s Next

The next phase of the Pakistan-Saudi Arabia defense relationship is expected to focus on implementing the Makkah agreement through its new institutional structures, military coordination and defense-industry cooperation.

For Pakistan and Saudi Arabia, the developing framework represents a formal expansion of longstanding security ties at a time when both countries are navigating a more uncertain regional security environment. The agreement’s implementation will determine how the new cooperation operates in practice while both sides continue to emphasize regional stability and diplomatic engagement.
